Treatment should:

  1. be available, accessible, attractive, & appropriate

  2. ensure ethical standards of care which respect human rights and dignity

  3. promoted through effective coordination between the criminal justice system and human services

  4. be based on evidence and responsive to the needs of individuals with drug use disorders

  5. respond to the special treatment and care needs of population groups such as youth, people with comorbidities or are in the justice system, who are homeless, LGBTQ2

  6. ensure good clinical governance of treatment services

  7. support an integrated approach but monitor complementary services
